Municipal Services
- The developer has said they will provide some of what is normally considered to be municipal services. Not all will be provided. Some services such as hospitals and schools are outside of councils direct control and are among those not included.

Part of the reason for an urban containment boundary is allow for orderly planning and development of services.

The Saanichton urban area is not fully developed and has room for population growth. This area should be developed before an expansion of costly municipal services to rural lands.
